Abstract. CОVID-19 has had a devastating impact on the aviation industry worldwide, as almost all air travel has been halted since the end of March and even to this day. Kazakhstan was no exception, as almost all scheduled international and domestic flights were suspended, and several countries also imposed a ban on domestic air travel in an attempt to contain the spread of COVID-19. All countries organized repatriation flights to deliver citizens who remained abroad, but these flights were very limited compared to normal air traffic volumes. This study is intended as the first step in a broader project to better assess the impact of COVID-19 on air passenger fares and identify a comprehensive list of recommended measures and regulations to help countries mitigate the impact and ensure recovery, both for the state and for the airline.
